obsidian-sync should eventually move behind oppa-worker; ionos-ddns should become an infra job with the same trigger model.

Canonical route visibility now comes from OPPA core routes, with file fallback while routing-admin still exists.

This is the path toward retiring the separate routing-admin UI after Home/OPPA fully owns route edits.
